No. There are no requirements to create a Subscription account. However, there are requirements to receive Subscription benefits.
For example, your Subscription order must have a minimum value of 50 SV to earn Subscription points, regardless if you are a Retail Customer, Member, or Brand Affiliate. If the minimum value is not met, then the Subscription simply becomes a regular, recurring monthly order without the Subscription points benefit.
